In recent years, the continuous development and utilization of nuclear energy hasbrought great benefits to human beings, but it also brought a lot of nuclearcontamination problems, for example, the Japan’s Fukushima nuclear accident in2011sounded the alarm to the safety of the use of nuclear energy. Especially the nuclearpower plant always has a potential threat to the human life and property safety, so thetechnology of radioactive contamination monitoring is facing serious challenges.Although many research institutions are extensively involved in the research ofradioactive contamination monitoring, their mainly jobs are collecting and processingthe data of the monitoring indicators, but emergency monitoring is priority in theradioactive contamination monitoring, it has a direct relationship to the pollution andthe loss of human life and property in case of emergency. Above all, develop anon-line monitoring and early-warning warning system to control the environmentalcontamination by radioactive, strengthen nuclear safety awareness and ensure thesafety of our living environment is a long-term and arduous task.This research introduced the advanced GIS technology to the online monitoring andearly-warning system of radioactive contamination, and realized the display andpublishes of key information. It has a good performance to improve the systems’interactivity and timeliness. This paper combined the project of the key technologyresearch and development of radioactive contamination monitoring and warningsystem, around the WebGIS technology and Web Service technology to carry out theresearch job, we have obtained preliminary results in the data management, spatialdata rendering, analysis of the result, monitoring and decision support.The main achievement and innovations of this research are as follows:(1)In order to solve the problem of data sharing and the separation of monitoring andearly warning of existing system, a web service technology was proposed to realizethe integration of monitoring, alerting, result analyzing and decision making. Basedon the web service technology, the interaction and extension of this system wasimproved, and the client application and other device platform can mush to thissystem easily. (2)Due to the shortage of predicting the pollution area, we presented antechnology which is based on ArcGIS Geoprocessing service and achieved real-timerendering isodose lines of monitor regions to provide a good performace to the expertor staff. This technology provide an effective evidence to the expert, improved theearly-warning and decision-making effectiveness of this system.(3) We developed a rich Internet applications based onWebGIStechnology, theframework of ExtJSandArcGIS JavaScript.This system has been divideinto a numberofseparatemodules,eachof them can interact with the server separately, and eachmodulecan communicate with other modules also, it has a gooduser experienceandproductivity. The system included foursub-functionmodules,which can provide thefunction from the monitoring and early warning to the prediction the tendency,achieved the real-time monitoring and the data management.(4) In order to prevent accidents or other irresistible natural disasters (such asearthquakes) damaged the cable, we put the general mobile terminal into this system,designed and constructed an application for routine inspections and emergencymonitoring surveys. In this system, the terminal app provides two functions:○1In thecase of the cable is destroyed by disaster, this terminal obtain the monitoring datafrom the monitoring instruments via Bluetooth, and push these data to the server viaWIFI or GPRS.○2In emergency situations, the stuff or the ordinary users can sendmessages each other and to the servers. In addition, in order to ensure scientific andreasonable warning information published to the users, the terminal application isdivided into two versions, professionals and ordinary version, the professional stuff hasthe ability to send messages to all users(include professional and ordinal users), butthe ordinal users can’t send messages to other ordinal users. Using this technology,this system has the ability of monitor in emergency and early-warning, and it providesthe timely decision support.
