Study On The Methods Of Water Rights Dynamic Allocation In A County

Water is the important strategic natural resources for human survival and development, and the shortage of water resources has become a key issue that restricts agricultural and economic-social development. Building the water-saving society is the important strategy to solve the water resource shortage problem. Its nature is to establish the water resources management system with the theoretical foundation of water rights and water market, and to form the water-saving mechanism mainly with the economic means. With the improvement of efficiency and benefit, the ultimate purpose is to keep the sustainable economic and social development by maintaining sustainable water resources.Water right allocation in county which has been studied in this paper is an important part of the water-saving society construction. In order to allocate the water resources in a county, we must have a thorough knowledge of the water resources situation in county, concerning about the benefit of county agriculture, industry and life. And then we could make a scientific and rational scheme of water right allocation in county. Such a process can optimize the allocation of water resources and stimulate water conservation in irrigation and industry, and also accelerate the construction process of the county water-saving society, establishing the foundation for the county water right system.This paper relies on the research item of "the study of water-saving society construction in the south of Shanxi province (Houma)" imbursed by Ministry of Water Resources, shows the research of the means about water resources dynamic allocation in county, and analyzes the county water right distribution principle, distribution ideas, dynamic allocation goal and function, the design of dynamic variables and so on. Finally the whole dynamic distribution of water resources process was achieved by Microsoft Excel platform.On the basis of domestic & international research findings on the water rights, in Houma, for example, the allocation and change of water rights is specially studied. The results of the research can be treated as a sample and experience for other domestic county water right distribution of work provide. The content of dissertation mainly includes the following aspects:1. Analysis domestic & international research findings on the water rights. This paper summarizes the existing research progress of water rights in our country and foreign water rights system, which provide the theoretic basis and experience for the water resources allocation in county.2. Refer to the experience of the water rights system in the relevant countries, initially define the water right distribution about county. Analysis and draw up corresponding distribution principle, the framework of water right distribution, and the phase four plan of water right allocation.3. Analyse the dynamic characteristics of water right in county, dynamic allocation goal and function of water right distribution in county. Set up dynamic variables, and achieve the whole dynamic distribution process of water resources by Microsoft Excel platform. Finally the water right distributed system is validated through the typical county.4. Refer to the domestic & international successful experience of water right transaction, contacting the present county in our country, establish water right market which is suitable for China's national conditions and the corresponding regulation measures.The results could provide reference for administrative departments in the county to formulate the scheme and police about the water resources allocation.
