In this paper, the economic and social status, water features, current situation and existing problems of water resources utilization in Huairou District are analyzed; the status of supply and demand is predicted through indicator method, the supply-demand balance and water resource allocation are analyzed; construct measures of water-saving society in Huairou District are proposed. Main conclusions as follows:(1)The situation of water shortage in Huairou District is grim, and there are a series of problems during development and utilization of water resources, such as serious decline in groundwater, water wastage, low utilization of unconventional water sources, imperfect water management system, arduous task of ecological water environment which restrict the economic and social development of Huairou District.(2) From 2011 to 2013, water shortages will persist, and over-exploitation of groundwater will continue in Huairou District, by the case of accumulated frequency of rainfall is 75% and recycled water reached 22.9 million m3, water scarcity rate reach up to 30.91% in 2013. In 2014, water from south-to-north water diversion project will provide to Beijing, the amount of available water resources will meet the water needs of the region's life and production in Huairou District.(3) The main contents in construction of water-saving society in Huairou District include the system and management system, economic structure system, engineering and technical system. Engineering and technical system is the focus of saving society, including agricultural water-saving, industrial water-saving, water-saving in life, using of non-conventional water resources, water resources management capacity building, water ecology and water environment protection and governance.
