In the hydropower system of our country, It is a very large number of small and medium hydropower stations, and most of them were built in the last century from 60s to 80s. Entering the 90 years there was a considerable number of small and medium hydropower stations were faced a problem of technical transformation. So from 1990, many small and medium hydropower stations have the conditional technological transformation, from the historical data can be seen in investment in hydropower stations transformation less obvious benefits. However, the research of the small and medium hydropower capacity expansion and transformation is less, most of them are also a general or for the purposes of a particular project. The selection of programs for capacity expansion is also a lack of systematic and scientific research. Encourage the development of small and medium hydropower stations is China's important energy policy, so the study of programs selection for small and medium hydropower capacity expansion has great importance and value. It is described that the research background and the technological transformation of small and medium hydropower stations at home and abroad, and then it makes the necessary research and exploration about the problems in small and medium hydropower stations capacity expansion. Including:1. The systematic study of the program about hydropower station upgrading. For the transformation of the hydropower station, make the water energy calculating as a starting point, make selection program options as the main object, study and analysis major limiting factors which should be pay attention in small and medium hydropower stations upgrading. Form selecting optimum reconstruction program, Obtain the combined effect of the best reconstruction program. Compared with the previous simple calculation and empirical analysis method, this method is more systematic and scientific.2. The study of selection method about optimal capacity expansion programs. Based on fuzzy matter-element evaluation method, study and analyze the major limiting factors about the capacity expansion programs which are made, then get the optimal program. And to verify a reasonable rate of capacity increase will bring the best benefits.3. Analyze the major limiting factors about the capacity expansion. It is a complex project about hydropower station capacity increase, there are many involved factors about it, the main limiting factors which must be pay attention about hydropower station capacity increase are analyzed.4 The applied research based on fuzzy matter-element evaluation method in capacity increase and transformation. By using the advanced method of the information processing methods to study the capacity increase and transformation in hydropower station, and also prove its effectiveness and practicality. Besides put forward my views in dealing with the weight.5 Make Catfish Mountain hydropower station as a instance, for its transformation characteristics, calculate and analyze it combined with the research methods in this paper.
