In the natural environment,water has decisive significances for life and human existence.In China,although the total water resources are more abundant, but the per capita water resources are scarcity.The characteristic of water resources are unevenly distributed, uneven combination of soil and water resources;during the year distribution is concentrate,but annual variation is large;the wet and dry years are more prominent; the sediment deposition fo river is serious. These characteristics result prone to floods and droughts, water supply and demand contradiction,which decide the need of the index system to establish and strengthen water saving management system.Planning and water management system is an important water resource management.It is to implement the "Water Law" "state the total supply of water control and quota management system combining", "water should be measured, and water in accordance with the approved water plan "and other important legal content management,which is a powerful means of implementation for fostering and promoting economic measures of the water management and water saving measures. The saving water management is improve the efficiency and effectiveness of water development and utilization,which is the important functions for water administration departments. In the water-saving society, water capacity-building is important to strengthen water management.Planning and rational waer is the core of water management;Water saving is the main contents and results of water management;The effects of water saving is the key indicators to check the effectiveness of water management.By extensive investigations,the thesis carefully analyzes the history and status of water planning management,the management effectiveness and problems at the basis of the study at home and abroad and the summary of actual work,combining with water resources management.The thesis deeply researches the key technical problems about planning and water management and also brings up the objectives, principles, content, management system, implementing programs, procedures and methods of water management.Through studying the indicator system of water quota,the thesis sets up a systematic system..It bases on statistical data of water, previous reports and the preparation of water balance test of the water quota targets, the national and other provincial water ration,especially the section of Shandong Province.At the same time, through analysing the economic and social structures of water,the thsis establishes the strcture and syserm of water planning indicators,and also sets up the water distribution models of city,all kinds of waterand the industry and the dialectic methods of water planning,which provide strong technical methods for strictly implementing water management. Finally, according to the hydrologic characteristics of Zibo,the thesis studies the contingency plans and implementation programs of city water-planning and proposes the methods of effectiveness and performance evaluation for water-planning management.The thesis obtains a series of theoretical techniques and methods results,which can support water-saving society construction.
