The Research On The City Xiadu Water Resource Pricing Based

Water 1s the base of Human's existence. Water is guarantee of the development of society. But for ages, especially in planning economic ages, water is not a commodity, and water supply is only a welfare undertaking. So the water prices is very low for ages, which leads to the waste of water resource. Especially in the time of quick development of China's economics now, contradiction of supply and demand is serious. If we can not use water efficiently. The crisis of water resource will be the most severe problem among the resource problems。We can use two modes to resolve the problem:one of the modes is "kaiyuan", another is "jieliu". What is called"kaiyuan"means to transfer water among basins. What is called "jieliu" means to save water. But in the marketing economic ages, water is a commodity, but a resource without payment. An important character of commodity is that commodity has it's own value. So we should acknowledge that water resource has it's price. I believe that principle of marginal opportunity cost is the most efficient way to study water pricing.In the first part of this paper, at first, this paper explains the definition of water resource. Secondly this paper shows the importance of configuring resource by market. Thirdly this paper talks about pricing system of XiaDu City. In the second part of this paper, this paper will introduce the situation of water resource and water supplying of A and SHANQUAN reservoir. In the third part of this paper, I will quote basic principles of opportunity cost pricing about water exploitation and applying model. In the last part of this paper, XiaDu will be thought as the background of this paper. I will use principles of marginal cost pricing to research the reliability and the scarcity of water pricing system in XiaDu City. I will provide price adjusting project.
