The paper begins with theory of water price. Then it summarizes basic models of water pricing and their problems in application. On this basis, according to theory of sustainable using of water resource, characters of seedtime of society and economy and characters of water commodity in my country, we get an applied model of water pricing based on effect of market and the planned. This model consists of water price of resource, water price of project and water price of environment. Aiming at the complicacy of system of water price of resource and the ambiguity of evaluation of its influence parameters, the paper calculates water price of resource with model of fuzzy mathematics to which the improved method calculating upper limit of water price of resource is applied. It calculates water price of project with costing method. It defines the connotation of water price of environment and gives its calculation method. The paper evaluates practicability of the model of water pricing generally.As an example of water pricing in Hefei city, the paper calculates water price with the applied model of water pricing based on total water resource and high quality water resource, gets several valuable conclusions. This can supply assists to the decision-making of water price reform.
