Water resources is the material basis of human survival and social development, in today’s society, it is the lifeblood of the existence and development of the city. But our country’s water resources are not only poor, but also the waste phenomenon is serious, in addition, water resources utilization efficiency is not high, water pollution is severe,leading to the water resources crisis deepens. Reasonable water price is the key to realize sustainable utilization of water resources. But the single water pricing model and the price is low in our country, not only make the waste water is serious, and lead to several years of losses in water supply enterprises, further exacerbated the shortage of water resources. Paper based on the concept of sustainable development, On the basis of the existing literature combined with the water situation in China, study the pricing method is suitable for China’s national conditions, and give full play to the role of the water price economic leverage, so as to promote the sustainable utilization of water resources.The use of economics in the land rent theory, price theory, externality theory analyzes the formation mechanism of water price, puts forward the sustainable development water price consists of resources price, engineering price and environmental price. On this basis, the integrated use of mathematics and the related knowledge of economics, constructs the full cost pricing model and ladder pricing model and combining the two pricing model, calculates the sustainable development of water in Tangshan city, it is concluded that the sustainable development of Tangshan city water:the first step of water 0~8 m3, water price 2.04 yuan/m3; the second step of water 8~12m3, water price 4.42 yuan/m3; the third step of water more than 12 m3, water price 10.2yuan/m3.This pricing model to make up for the lack of a single pricing model, on the basis to ensure the sustainable utilization of water resources, not only consider the residents affordability, also make the water supply and drainage enterprises achieve cost recovery, reasonable profit targets and self survival, at the same time to curb wasteful and inefficient use of water resources to a certain extent.
