Due to the shortage of water resource on Shouguang city,water shortage has become our important "bottleneck" of economic and social development.For a long time,as industrial and agricultural production and living water relies mainly on the exploitation of groundwater,some water environment problems have been caused such as groundwater overdraft and saline water intrusion.According to "Shouguang investigation of water resources evaluation"(August 2014),which completed by province water conservancy science research institute and Shouguang Water Conservancy Bureau,Shouguang groundwater funnel area is about 1008 km2(for groundwater buried depth of 6 m funnel area threshold),accounting for about 95% of all freshwater area.In recent 10 years,in order to solve the contradiction between supply and demand of water resources and water environment problems,Shouguang government spend large sum of money to build 11 river DAMS and sluice gate structure engineering,3 plain reservoir engineering and establish the holy water pipeline,Chenming river water diversion water supply project,union river water supply engineering,and a large number of surface water utilization project.As the construction of the surface water utilization,the city's main non-agricultural water will be gradually changed from groundwater to surface water,the big adjustment will occur for structure of non-agricultural use.Because of various water supply project construction and investment scale,the water supply ability is different,will form a variety of water supply way and a variety of water price,and the water prices difference will increase.Thus it will be inevitable that enterprise want to use groundwater of low price and Mi river water,but don't want to use the high price water of Yangtze River and Yellow river.How to realize the justice for the using of water on whole city,reduce the competition between enterprises of different water,encourage enterprises to use surface water as much as possible,especially the use of the Yangtze river,Yellow River diversion water and improve the ecological environment of groundwater,protect groundwater resources,become an important and urgent problem for the whole city.In this paper,in combination with the practical situation of the non-agricultural water withdrawal in the city,as a whole to consider the local groundwater,surface water and the water supply project construction present situation of Yangtze river water,Yellow river water diversion and the development situation of the water supply engineering cost and price of water,and on-site field investigation,collected related information for water resources utilization and management in the new situation and new problems,adopt modern technology and the sustainable development theory,system theory,theory of market economy,modern management methods,research on regional water resources optimal allocation scheme,forming regional non-agricultural use water price calculation scheme,established to promote conservation and efficient allocation of water resources as the core of the water price forming mechanism and water price system,and realize the homogeneity of water,the same price in the same area.Main research contents include: Shouguang city within the scope of status evaluation and utilization of water resources,water demand forecasting,water resources development and utilization of potential analysis,optimal allocation of water resources,surface water and water supply and consumption situation survey,regional non-agricultural use comprehensive water calculation method,etc.
