Research On Application Of Partnering In Maintenance Management Mode Of Expressway

The maintenance management mode of expressway has a direct bearing on the overall quality and sustainable development of expressways. At present, in maintenance project self-management mode is mainly employed, which goes against specialization, marketization and socialization of the maintenance. Therefore, it is necessary to draw on and develop comparatively mature theory, guide the practical wok with the new management mode according to the features of expressway maintenance.Beginning with the currently existing maintenance management mode of expressway in China and referring to the application of Partnering in domestic and international engineering, this paper conducts research on the application of Partnering mode in the maintenance management of expressways. First, the paper gives a bird's eye view of the maintenance management mode of expressway at home and abroad, theoretical and practical achievements of Partnering. Second, it discusses the definition and features of Partnering, summarize its theoretical principles from the perspective of economics and management, and introduces its organizational structure and work process. After that, based on the characteristics of expressway maintenance projects, this paper analyzes problems in the maintenance market at the current stage in China, carries out research on available space and application advantages of Partnering in the management of maintenance projects, elaborates applicability of Partnering in Chinese law, and indicates the problems needed to be guard against in adopting Partnering. Then, by establishing index system and using fuzzy comprehensive evaluation method, it makes analysis on the selection of partners in the application of Partnering. At last, the paper combines theory with specific engineering projects and verifies the applicability of research findings, providing cases for the promotion of Partnering in the maintenance management of expressway in China.
