Study In Contractor Risk Assessment And Control In Rural Road Construction Stage

Rural road is an important component part of our country road net. It is one of the most basic institutions to guarantee the the rural socio-economic development. Recent years, our country treat rural road construction as the most important transportation work. The long construction period of rural road, the focus of building period, the funding difficulties, the redundant participators, the indeterminacy and random elements in the building, all of these result in more and more risk factors faced by the contractor during the construction process. While, the risk management is always a relatively weak point in the project management of contractor.Based on the analysis of domestic and foreign relative research results, a risk management frame about contractor is constructed in this thesis, including risk identification, risk assessment and risk controlling. In this framework structure, the construction risk is introduced from the perspective of the contractors at first, then the concept of risk of rural road construction is defined, and the characteristics of rural road construction and risk features are analysed in this thesis. Then, considering the causes and controllability of risk, according to expert survey, contractor risk will be divided into construction environmental risk, owners risk, contractor internal risk and works of other participants(survey designer, supervisor, subcontractors and material suppliers, etc.) risk. Each type of risk is segmented to main risk factors and sub risk factors, and the reasons for the formation of each risk are explained for the purpose of the conformation of risk breakdown structure. Based on the classification of risk, the 3-level initial index system of contractor risk evaluation in the rural road construction is built, and the final risk evaluation index system is performed by the sifting methods of conditions of generalized minimum variance and indicator cluster analysis. The risk of contractor in construction stage is assessed by the building of multi-level gray evaluation model. The key procedures include the weight of each index, establish for evaluating gray species and whitening function corresponding to classification evaluation of the index calculation and the weight vector weight matrix. The grade and level of contractor risk grade and level is confirmed according to the final evaluation value. Followed, combined with the practical analysis of the construction situation of a certain rural road in HT area in 2009, the feasibility and availability of the evaluation content, the feasibility and effectiveness of index system and model about contractor risk in the rural road construction, are proved, and the study result is analysed. Finally, combined with the theoretical analysis and evaluation results, some prevention measures and suggestions about risk precautions are put forward in this thesis.The risk management of contractor in the rural road contraction are enriched and perfected, some theoretical and practical references for the construction management of the contractor are attempted to supply in this thesis.
