Research On Training And Evaluation Of Bridge Resource Management

Maritime accidents often cause enormous property damage, casualties and serious environmental pollution. In order to reduce the probabilities of maritime accidents, IMO has formulated many regulations & rules involving ship, equipment, environment and crew training, assessment, examinations, certification and watch keeping and other aspects, at the same time, ISM code also give some guidance about reducing human factors which will result in maritime accidents.But the recent maritime accidents demonstrate that the proportion of the human factor leading to maritime accidents has not fundamentally changed, on the contrary, human error is still the main reason for maritime accidents. Starting from the end of last century, some European countries have developed the bridge resource management training courses which have been considered as the most effective means to enhance the bridge resource management skills of officers, to ensure the safe navigation and reduce the occurrence of maritime accidents caused by human errors.The bridge resource management is presented in Part B of STCW78/95 convention, which means that bridge resource management is a suggestion or recommended guidance, not a mandatory rule, therefore the bridge resource management training has not been paid sufficient attention by relevant authorities, training institutions and shipping companies of China, following this, the standard of training equipments and instructors is lack, especially the training materials, contents, time has too much randomness and substandard, the evaluation tools and methods is unscientific. STCW78/10 amendment has formally adopted at June 25,2010 and it will be officially come into effect at January 1,2012, transition period is 5 years.The bridge resource management appears in part A of the new convention, which indicates that the bridge resource management training is mandatory, so the bridge resource management training will be developed rapidly and widely in the following years in China.The dissertation analyzes and studies comprehensively the mandatory requirement of the bridge resource management knowledge to operational and management level persons on board of new amendment 2010, we investigate and study deeply on the current situation and existing problems in the safety management of shipping companies and try to find some solutions from the bridge resource management training. At the same time, we also summarize and analyze the training status and effectiveness of the bridge resource management by maritime institutes and training center in recent years. Finally we develop and determine the basic framework, training content, procedures, methods, outline, equipment requirements and teaching requirements of the bridge resource management training, establish a reasonable & scientific evaluation model to assess the bridge resource management ability.
