Freight transport system is an important part of urban transportation system, its strengths and weaknesses will directly affect the quality of the entire urban transport system and people's quality of life. In fact, urban freight transport is closely associated with the national economy and the industry, and it is one of the important foundations of effective realization of social reproduction, improving quality and efficiency of national economy and city's comprehensive strength and competitiveness. Level of development of freight transport has become a sign of overall economic strength of a city or region. Currently in most of our cities, especially those being developed with the commodity economy as the leading role as Guangzhou, after years of development, the land area of city's roads have been planning to determine and can not continue to increase, whereas traffic demand is increasing with economic development. Traffic congestion has become a serious problem that can not be avoided. Huangpu District, as an important part of Guangzhou port, its freight transport has been in a state of saturation, in order to ease the traffic congestion and imrove the traffic operational efficiency in Huangpu District, how to optimize the freight traffic organization, improve traffic management, and tap the potential of existing transport facilities, has become a prior research issue for researchers in urban transport planning and management.In this paper, a combination of qualitative and quantitative analysis was used to plan and optimize the freight traffic organization and management system in Huangpu District of Guangzhou. Firstly, the status of road network surrounding Huangpu port were investigated in detail, including road network survey, land investigation, traffic investigation, investigation of operating conditions and status of management policies. Traffic situation there was analyzed reasonablely. Secondly, by analyzing the functional orientation of Huangpu Port Zone, combined with qualitative analysis of the land, road status and road planning, and by discussing with the relevant departments and listening to their advice, the principles and methods of freight traffic organization and optimization were determined, three optimized design and intelligent information systems planning advice were proposed. Finally, a quantitative analysis was carried out by using traffic simulation model, an oprable implementation of the program for recent period was developed, particularly analyze influency of traffic management measures during the Asian Games, and presented an operational plan during the period of the Asian Games, and before and after the Games as well. At the same time the long-term program with the implementation of a long cycle was proposed by considering long-term development perspective.
