Nowadays, people evaluate the development of cities not only according to the speed of the development and their GNP (Gross National Product), but also according to environmental and cultural factors.Now, globalization has meant culture is key to the development of a city and, based on these cultural factors, competitiveness has arisen between the cities of the world. Nowhere is this clearer than in China, where cities have started urging urban cultural construction through cultural strategies, in order to enhance competitive power and beat rival cities.Since the 1970's, as a method of planning cultural resources and needs, cultural planning has played a positive role in accelerating the total development of cities, by using their cultural resources strategically. Cultural planning has to develop and promote the innovation of urban culture, give a new cultural image to cities, and enhance the current aesthetic sense through the whole procedure of planning. Urban cultural planning not only gives cities a new competitive power, but also shows an awareness of the urban humanity, by offering respect for local cultural customs and the encouragement of characteristic culture, which will suit the social environment.For Chinese cities, apart from focusing on the economic development, the most important factor is the construction and reinforcement of the cultural identity to promote the cities' long-term development. In terms of planning development, this essay analyzes the different aspects and modes of cultural planning, and indicates what an important role culture plays in the processes of the development of a city.The Researcher has chosen the tourist city as the example subject and focused on the cultural planning mode of this city in order to thoroughly demonstrate the philosophy of cultural planning. This essay uses the city of Lijiang, in the Yunnan province, as a specific case to discuss the theory of cultural planning and the method of urban planning. This planning contains three aspects:region, city and urban culture, and discusses the use of cultural resources in urban planning through the philosophies of cultural development, the relationship between culture and urban space, and urban cultural industry.
