Along with unceasing improvement of reformation of socialist market economy system, the enterprises in China had a new understanding of risk. In the past, they have thought that the loss produced by project risk should be undertaken by the government, and now the principle that who invests and makes decisions would undertake the responsibility and the risk is implemented. Especially the harbor construction project involves numerous factors and is of characteristics such as long construction cycle, intensive investment, complex internal structure and extensive external relations. As a result of the complexity and the disposable characteristic of harbor construction project, the random disturbance factors in implementation process always lead to some huge risks. But on the other hand, if the port construction project is success or failure influences much, so it request that it must succeed and there is a relatively high request of risk control. It is particularly necessary for the Dongjiang port zone of Tianjin to carry out risk control. At the same time, research on the risk control has already become a hot spot in the academic circle, and also has made a tangible progress in big-scale construction project.First of all this paper combines the current situation of Dongjiang port zone construction with the general risk and its characteristics of port construction to analyze the risk factors of Dongjiang port zone construction; On the foundation of above analysis, establishes risk indicator system of Dongjiang port zone construction, and carries on the appraisal and the risk sensitive analysis based on AHP-F and BP-NN method to find the key risks and the sensitive risk factors of Dongjiang port zone construction; Makes the corresponding risk control measures based on its key risks and the sensitive risk factors and proposes implementation pattern of risk pre-warning management to realize the real-time monitoring of its risks; Finally, proposes the risk control measures and implementation suggestions of its risks to provide a support for the success of Dongjiang port zone construction.This paper establishes the comprehensive risk control system of port zone construction, and elaborates the risk recognition, risk appraisal, risk control of port zone construction; Combines AHP-F with BP-NN to carry on the risk appraisal and the risk sensitive analysis of port zone construction; Proposes the implementation patterns of risk pre-warning management. Through the above study, it can not only realize the risk control of Dongjiang port zone construction, but also provides certain reference value for risk control of other port zone construction.
