The Design Of Near Miss Management Program For Enterprises In Our Country

The Heinrich Accidents Pyramid theory told us there have been many minor incidents caused no injury or loss happened before a serious accident happened, which called near miss. Near miss has the same causation with accident but more frequent than accident, and the only difference between them is their consequence. Compare to accident, focusing on near miss gets ride of the time lag and accords with the modern accidents prevention idea.Based on reading literatures published in home and abroad, the near miss management research and application experiences are summarized and several existing problems are proposed: (1) The concept of near miss is confused with hazards and accident potential in past studies and applications. (2) Lack of studies in classification of near miss. (3) Some enterprises in our country have applied the near miss management,and most of them are just a direct copy from the enterprises abroad.They didn't combine with their own characteristics so that they can not give full play to the advantage of the near miss management.Considering the above problems, the paper summarized the near miss management research and implementation history in the world, and based on the Energy Transfer Theory and the Management Failures Theory, the causation process of near miss and accident is analyzed, the concept of near miss is defined, the difference between near miss, hazard and accident hidden danger is analyzed. On the basis of the first kind of hazard, the classification of near miss from the physical nature is discussed and the method of Work near miss Analysis is proposed. Considering the index of correlation instead of probability, the risk of near miss based on severity and probability is modified.On the basis of the above theory, the paper learned the near miss management of an offshore oil fields and collected the 2007-2010 data of near miss report,and found some problems in its near miss management through statistical analysis of scientific data and proposed recommendations the oil fields. At the same time, the feature of safety management in enterprises in our country is summarized. At last, the near miss graded management program appropriate for enterprises in our country is designed.
