Research On Near-Miss Management Based On Hazards In Subway Construction Stage

Subway construction is booming in China,meanwhile,various types of subway construction safety accidents occur frequently.But,in the current subway construction industry,the safety management method based on accidents is widely applied,in which case Near-Miss will be ignored and safety management problems in subway construction stage cannot be solved fundamentally.Therefore,Near-Miss in subway construction stage is selected as the research object in this paper,the Near-Miss causation model in subway construction stage is built,the Near-Miss management process in subway construction stage is established,and the key influencing factors of Near-Miss voluntary reporting intention in subway construction stage are confirmed.Firstly,relevant basic theories of Near-Miss in subway construction stage are analyzed in this paper.The definition and scope of Near-Miss are put forward,and the distinction and connection between Near-Miss and hazards,potential accidents and safety accidents in subway construction stage are discriminated;Near-Miss in subway construction stage is classified from the three aspects of Near-Miss cause,type and severity,Near-Miss in subway construction stage is graded from the two aspects of event occurrence possibility and event consequence seriousness;the Near-Miss causation model in subway construction stage is built based on the accidental release energy theory and the modern accident causal chain theory.Secondly,causation factors of Near-Miss in subway construction stage are summarized from the four aspects of man,object,environment and management,the relationship between causation factors is analyzed,the ISM of Near-Miss hazard system structure in subway construction stage is built,the direct reasons and fundamental reasons for the occurrence of Near-Miss in subway construction stage are concluded and the measures are presented to prevent the occurrence of Near-Miss in subway construction stage.Thirdly,based on the principles of establishing Near-Miss management processes in subway construction stage,the seven key steps of the Near-Miss management process are proposed,then the Near-Miss management process in subway construction stage is established and suggestions for using this management process effectively are presented from the two aspects of education training and system guarantee.Finally,influencing factors of Near-Miss voluntary reporting intention in subway construction stage are identified,and the index system of Near-Miss voluntary reporting intention is established.According to the weight calculated by the combination weighting method,the importance of each index is sorted,the key influencing factors of Near-Miss voluntary reporting intention in subway construction stage are obtained and countermeasures and proposals for improving Near-Miss voluntary reporting level are put forward.Near-Miss management is the transformation of management method from "problem solution" to "problem discovery",which not only conforms to the development tendency of advanced safety management method in the world,but also meets the urgent need of safety management in subway construction stage,and has important theoretical significance and practical value to improve safety accidents prevention level and risk precontrol ability in subway construction stage.
