It is prerequisite to understand the current situation and the energy consumption of office building energy consumption of the main factors affecting the design and energy saving, only to find the key to building energy efficiency can achieve significant energy savings. First, to conduct research the main office building in Jinan, research work is mainly around the understanding of office building energy which include using characteristics, building envelope materials, building total energy consumption, energy consumption, air conditioning system operation and management of the situation, and several other aspects. The reasons for the high energy consumption more comprehensive are grasped for the next energy simulation program development and laying the foundation for the selection of models.This paper used dynamic simulation with Energy Plus software as a means and based on energy consumption of office building envelopes status to select the model of a typical office building and use orthogonal test simulations with different conditions of analysis, which is to gain the impact of various factors on energy consumption office building cooling, heat load was significantly affected by the order, and to analyze various factors, and further refinement of "Public building design standard for energy efficiency" DBJ 14-036-2006 indicators in the scope of the regulations.The assessments of energy efficiency energy saving for building models is based on indicators which is through the establishment of research data base 80 based on architectural models and a "Public building design standard for energy efficiency" DBJ 14-036-2006 to determine the baseline building energy efficiency is obtained Jinan Office Buildings in the energy saving potential, detailed building energy efficiency rating will be beneficial to the owners transformation initiative.Air conditioning energy consumption is not only relationship with the construction body design and air-conditioning system design, but also with the actual operating conditions. States have developed a fairly mature stage of the energy on the design specifications and standards, but for the operational phase of the energy control program is still relatively lacking, there is no uniform standard and a mature management practices. After the completion of office buildings, systems of equipment also have been identified, so staff, lighting, electrical equipment, energy consumption changes little year to maintain stability, which produces the building load is relatively stable, these factors have little effect changes in building energy consumption, therefore, it is mainly considered some during the operation factors of air conditioning energy consumption. A typical office model was established in Jinan, and used the Energy Plus simulation as a means of mechanical to analyze mechanical ventilation at night time, ventilation and air conditioning running time the number of changes on cooling load, of room temperature and Fanger PMV values, and gain the optimal value of these parameters in the operational phase which are based on climatic conditions in Jinan, which can lay the foundation for air-conditioning system control scheme and the operational phase of the introduction of standards.
