China is now the world's second energy user.At the same time,the problem of the unbalance between the output and the consumption of the energy is becoming serious more and more.“The People's Republic of China energy conservation law” which is published at April 10 th,2008 points out clearly the energy saving responsibility of the traffic and transportation approach industry.It is regulated in “the implementation of‘ the People's Republic of China energy conservation law 'for the expressway,canalage traffic that “the institution of the energy-consumption reporting,statistic and analyzing should be setup” and “the project of fixed investments in traffic should obey the energy saving evaluation and censoring institution of investment to ensure the project to be up to the compellent standard of energy saving”.The expressway construction project is the key object of censoring as a high energy consumption user.However,the censoring work of the expressway project is hard to put forward as the lack of standard energy consumption index and computation method at the start stage.Since expressway energy consumption spans widely across the different stages of the construction period and the operation period and there are different energy consumption characters in different stages,the study of the energy consumption index and the computation method should be different according to different stage too.The paper discusses the computation and analyzing method and the evalutation basis of expressway energy consumption according to the characters of the operation period.And the aim of the paper is to support both the compilation of the expressway energy consumption evaluation report and the work of energy saving censoring.The paper comes from the longitude scientific research.It analyzes the carrier and the procedure of the energy consumption during the operation period based on LCA theory and the logarithmic mean divisia index(LMDI).Based on the analysis,the paper sets up the energy consumption computation and division model.The model is verified based on the data from the north-south trunk expressway in Guangdong.And the main unique achievements of the paper are as follows:1.For the first time,the LCA is introduced into the study of expressway energy consumption and the service range of expressway management in Operation period is defined and the analysis of the energy consumption list during the operation period of the expressway is completed under the guidance of the LCA theory on list analyzing.2.For the first time,the comparative evaluating reference based on energy consumption per standard vehicle is established for the study of the expressway energy consumption during the operation period.3.Based on the statistical distribution?clustering analysis and statistical calculations,the quota of energy consumption for serving standard card has been established for service area?toll station?tunnel?maintenance center?living quarter?management center and whole way respectively.4.The method of LMDI is introduced into the study of expressway energy consumption for the first time.And the energy division model during the expressway operation period is set up for the first time too.Based on the module,the paper compares the variation of the energy consumption and strength with the traffic and concludes that the variation of the traffic is the key factor that can affect the expressway energy consumption during the operation period.5.Based on the comparison between LCA and LMDI,this paper proposes that evaluation quota statistics method based on LCA framework is more suitable for industry or government's management decision because the clear criteria.The LMDI I method is suitable for daily operation management of enterprises,because it can decompose to distinguish the effects of various factors on the target variables.
