Research On Energy Performance Evaluation Of Public Buildings

The world energy situation is becoming increasingly serious, building energy saving has become the focus of energy conservation. While abroad, especially in European and North American, some developed countries launched a worldwide cause of building energy conservation, and have developed a variety of policies, laws and regulations, standards to reduce building energy consumption. Standards system in China on buildings saving has been made great achievements in recent few years, "public building energy efficiency design standards" was one of them. A national system for energy performance certification of buildings has been established in the European Union, the United States, Australia, Singapore and other developed countries. The most typical of which is Directive 2002/91/EC on the energy performance of building(EPBD) adopted by the European Union. EU countries were required to develop their own energy performance rating for buildings in the framework."Building energy efficiency evaluation and certification technology"(Draft) has been authorized in China, energy efficiency labeling system of buildings is also beening studyed and implemented.Evaluating energy performance of bulidng is the core of energy efficiency labeling of building, but its premise is the energy efficiency of buildings benchmarking. This paper suggested two benchmarks, one of which is the asset benchmark and the other is the operational benchmark. The former is calculated using standard data for a building and a standard use data set, and is used for evaluating new buildings; the latter is calculated using standard data for a building which meets the"Design standard for energy efficency of public buildings"and an actual use data, and is used for existing buildings.Among all kinds of public buildings, this paper studied office building in hot summer and cold winter zone. Based on the elements of office building set by "Design Standard for Energy Efficiency of Public Buildings" and the level of 1980s buildings, this paper established reference building models, simulated them with EnergyPlus, and got the annual energy consumption. Then used these data for energy performance benchmarks of the office building and identified the energy performance rating. Finally this paper pointed out that the disadvantage of"Building energy efficiency evaluation and certification technology"(Draft), discussed about the impact of the actual operation for energy consumption of buildings and calculated the ideal energy consumption model of buildings.The methodology to evaluate the energy performance of new and existing buildings proposed by the paper can improve energy efficiency labeling system of China's public buildings.
