Control and protective switching devices, whose characteristics due to its multi-functional protection, accomplish the same function taking little space. And it cost less. So it has a good prospective for industry use. Recent years, lots of switches are replaced by control and protective switching devices in rural grid. Its communicable character can easily built a monitoring network with other devices. But all the current control and protective switching devices communicate with cable, which make it hard to build a network in a large area. And all the control and protective switching device would like take a fault action because of the difference between industry grid and rural grid, which limit the use of it in rural grid.This thesis analyzes the leakage current protection methods used, and the problem of these methods in practical application. Amplitude and phase protective leakage protection method is used to reduce protection death area. And adaptive technology is used in deal with slow changing and wide rang residual current in rural grid. A data acquisition based on trigonometric functions is proposed, which can simplify the protection circuit.GPRS communication method is used in control and protective switching device in this paper. And how to build an monitoring network use GPRS and internet is illustrate. Protocol of transportation layer is chose, and terminal device is designed according to the function needs.Monitoring interface software with network communication is designed, which can process the incoming data and display it. It also have authority control, which make sure its security.
