Research On QSHE Integrated Management System In Shizuishan Power Plant And Its Application

With the electric system reform carried out deeply, the power plants are facing serious challenges in case that coal price increases while power tariff remaining no change, generator operation hours decreases and thus the profit margin is squeezed extremely. It becomes a topic for most power plants regarding how to improve internal management level and erect public image through establishing QSHE Integrated Management System (IMS) to improve electricity quality, reduce pollution discharge and ensure staff health and therefore achieve the sustainable development.Combining specific characteristics of the power plants with the benefits of Integrated Management System, the paper put forwards that the power plants with good management basis in human resource quality, management level and equipment conditions could select the following way to establishe a brand new QSHE Integrated Management System, which is based on the theory of Deming PDCA Cycle, framed by GB/T 19001 QMS documentation system, supplemented by clauses of GB/T24001 EMS and GB/T28001 OHSAS, and detailed, quantized and concreted by NOSA Five Star Management System. After comparing the management principle, framework, objective, clauses and scopes of four management systems, under the guidance of "follow one objective, promote two methodoloties, realize three harmonies, form four integrations and enhance five measures" which is directed toward the emphases and difficulties of system establishment, the power plants could set up and carry out organizational measures, design and compile documentations, and undertake process monitoring, internal audit, management review and Certification Audit to timely find out problems and take corrective measures. Above all, the power plants m meet the target of scientific decision-making, normalized processes, standardized regulations and systematic management through making regulation system perfect, optimizing work process, setting p information platform and standardizing staff behavior.The paper takes Shizuishan Power Plant as an example to demonstrate the effectiveness of Integrated Management System, which provide other power plants with valuable experience of establishing QSHE integrated management system.
