River transportation plays very important role in comprehensive transportation system in china, with the rapid development of river transportation, the current way of supervision to inland vessels is obviously outdated. In order to ensure the safety of vessel traffic, policies and regulations have been published for the purpose of safe operation of inland vessels and the supervision was strengthened. Inland vessels information management has been achieved, visa management and lockage management have changed from manual operation to computer operation. However, if analyze the existing maritime information construction carefully, it can clearly see that this change only realized the management of vessel's static information, And the works including visa-check of the vessel out/in channel/port, real-time monitoring of inland vessels still rely on artificially selective check. Therefore, an effective technology measure is urgently needed by the maritime safety administration to achieve automatic real-time monitoring of all vessels in inland waterways/ports.To meet the monitoring requirement of inland vessels, the dynamic information of inland vessels is needed. RFID (Radio Frequency Identification) technology is a non-contact automatic identification technology, which identify automatically the objects and collect the relevant data by radio frequency signal.The paper studies on the working theory of RFID and the construction of RFID system. In addition, the monitoring requirements of inland vessels were summarized and generalized based on the analysis of the characteristics of inland waterways, such as the greater distance of identifying, the higher accuracy rate of identifying, and the numerous and miscellaneous inland vessels and so on. In order to achieve the purpose of automatic real-time monitoring of inland vessels, a low-cost and highly efficient monitoring system based on the long-range ultrahigh frequency active RFID technology was proposed and designed in this paper. The system can real-time collect the dynamic information of all vessels within the channel and record the relevant monitoring information and calculate the traffic flow and volume. By researching on inland navigation and regulations in actual circumstances, the algorithm of estimating course, speed are provided, the management process of visas and lockage,which are optimized by RFID, are also provided.According to the tag data standard developed by EPCglobal, which is a RFID standards development organizations, this paper designed the electronic tag data format in detail, which could be used in inland vessel monitoring system. And it is studied and arranged on the open source RFID middleware logicalloy and RFID hardware simulation software rifidi, the simulation is realized from data collection to data import to EPCIS.The requirements of monitoring inland vessels have been carried on detailed analysis, according to requirements, this paper studies and designs supporting databases for inland vessel monitoring system, finally introduces the realization of the main functions of this system.
