IEC 61850 is an important international communication protocol standard of substation automation system. It represents the latest development direction of substation automation system. This paper analyzes operation problems of medium voltage switchgear cabinet in the electric power system. According to the international standards of IEC 61850, model the new arc protection device on the bus by object-oriented modeling method. In order to achieve the rapid exchange of real-time data, this paper analysizes the relationship of abstract communication serivce interface (ACSI) mapping to manufacturing message specification (MMS) and describes part of the interface functions and call methods of MMS software package "MMS-EASE Lite" of SISCO. The arc protection system uses substation configuration language SCL based on technology of XML to describe each logical node on the IED and achieves configuration and management of the IED unitariely. What's more, MMS PDU formation and decoding are described based on ASN.1 encoding rules. Finally, the paper describes the function framework and development process of the arc protection system specifically.Arc protection system is based on the platform of Windows and the development environment of VC++6.0. It has selected the C/S system development model. The client is used to collect real-time IED data of substation and sends to the server-side. The server is used to collect and analysis the data from the client-side. Therefore, the basic function model of the arc protection system could be achieved.
