With the development of modern computer technology and Internet technology, the modern industrial communications has begun to gradually move toward network communication. To meet this need of the power system automation, IEC T57 formulated and published the IEC 61850 in 2004. The standard stipulated the substation automation network communication, so the secondary circuit of power system began to develop in the direction of the network. PC-relay protection as an important component of substation integrated automation gradually began to develop toward intelligent, network direction.To meet the new requirements to PC-relay protection of IEC 61850, the paper gives a novel PC-relay protection's program and design which applied the technology of embedded system and Ethernet based on the analysis to the international standard IEC 61850 of substation automation. In the paper, firstly it introduced that the formulation and characteristics of the IEC 61850, and the requirements on the substation automation, and explained a novel PC-relay protection should be designed to meet the significance of the development trend of the substation automation technology. Secondly it introduced hardware platform development of the PC-relay protection, it applies ARM+DSP double CPU in the device. The data was exchanged in double-port ram between ARM and DSP. The device has the functions such as collecting data, AD transform, digital input, digital output and Human-Machine interface. It generally does the job like measure, control and relay protect in power system. Thirdly, the paper detailed discusses the software design of ARM9 microprocessors which is my main work. It introduced the design of the BOOTLOADER which is the program when the ARM9 began to run and the transplant of the embedded Linux operating system. At last it is introduced how to program the drivers for the all kinds of hardware and the software for the application on the embedded Linux operating system.The novel PC-relay protection given in this paper is different from early PC-relay protection which formed with single chipper microcontroller. This PC-relay protection applied the technology of embedded system and Ethernet, has innovation both general program and design theory.
