The substation automation system has developed quickly in recent years. But the devices manufactured by different manufacturers have bad compatibility, so it is different to replace or extend the devices.IEC 61850 is a new standard established by International Electrician Committee which is about the communication network and system of substation automation system. The purpose of the standard is to make the equipments from different manufacturers can control each other. It will be the only standard of substation automation system in the future. The introduction of IEC 61850 is a good chance for our country to develop new substation automation system to catch up with the advanced technology in the world.An evident characteristic of IEC 61850 is that it makes use of the Manufacture Message Specification (MMS). MMS is an international Message Specification defined by ISO 9506 which is designed to solve the real time data exchange between the intelligent equipments in the isomerous network environment. The international standardization organization carried out MMS to standardize the communication behavior of the intelligent transducers, IEDs and intelligent control equipments which have communication ability, it makes the equipments from different manufacturers can control each other. IEC 61850 maps its Abstract Communication Service Interface to MMS, so it is obvious that MMS is taking a more and more important role in electric power supervisory and control system communication.This thesis summarized the method of the IEC 61850 and MMS data modeling and the mapping relationship between Abstract Communication Service Interface and MMS. Carry out the method of encoding and decoding of Protocol Data Unit and how to program after researched the rules of ASN.1 encoding and decoding. Finally, this thesis particular research the MMS communication scheme, carry out a MMS communication system structure and service flow based on IEC 61850, and come up with a method that any device can plug and play when it enter the system.
