In the development process of substation automation system, there is a lack of uniform specifications of power sysyem. That results in a mass of specifications conversion before interoperability among devices using different specifications. It has a strong impact on the efficiency of the developing and runing of substation automation system. In order to solve this problem, the IEC 61850 standards whose target is the interoperability among devices come up,and get a extensive research and promotion.Firstly, this paper introduce the IEC 61850 standards, including the composition of standards, the target of standards, the system structure, the decomposition of Function, the information models, the abstract communication service interface(ACSI),the special communication service mapping, configuration description language for communication in electrical substations(SCL) which is based on XML, and so on.Then,a decomposition of Function and models design of intelligent electronic device are carried through with these knowledge. With the eight XML schema definiton files about SCL syntax given in the annex of the standards'part 6, the models are described in XMLSpy.Based on these, two model generation methods come up,including the static model generation method based on SCL parse and the dynamic model generation method based on ACSI. Then, a compare between the two methods on applicable conditions and operational efficiency is made. Finally, the paper implements the static model generation method based on SCL in Linux, with libxml2 which is a free XML C parser and toolkit, and implements the dynamic model generation method based on ACSI in Linux, with simulation of ACSI.Thereby the two methods'feasibility is validated.
