With the growing electricity demand, the demands for network planning are continuously increasing. Substation locating and sizing as an important part of network planning, has an important role in the whole grid power quality and supply security. It has become the focus of research that how to improve the overall level of network planning through the properly substation locating and sizing. Substation locating and sizing should fully take into account the whole life cycle costs from design to scrap, because of the characteristics of long cycle and high cost. Only proceed from the overall can control the substation costs effectively. Therefore, the concept of life cycle cost management should be followed in substation locating and sizing work. The final scheme of substation locating and sizing should be found by considering life cycle cost factors which influence substation locating and sizing. The issue of substation locating and sizing was researched focusing this purpose in this paper.Firstly, the main factors which impact substation locating and sizing were analyzed. According to these factors, the optimization index system for substation locating and sizing was established. The hidden cost factors were determined by the comprehensive evaluation of index system which taken the modified osculating value method. Secondly, the substation life cycle cost management was introduced in this paper. The minimum life cycle cost of new substation and lines was the objective function, which include the penalty factor of geographic restrictions and the hidden cost factor. The constraints of penalty factor of geographic restrictions, substation capacity and radius of electricity supply were considered. The substation locating and sizing decision model basing on life cycle cost management was established. Several close solutions were obtained with the improved particle swarm optimization. The final scheme could be determined when the hidden cost factors were obtained. Finally, the specific numerical example of substation locating and sizing in the economic development zone in He chi City were analyzed and calculated. The effectiveness and practicality of the substation life cycle cost locating and sizing decision model were verified.
