Line-Loss is an important indicator for power companies, is one of key links of the management of power companies. The level of line loss, not only affects economic efficiency of power companies, but also reflects management level of power companies. Thus reducing line loss has grate significance to power companies.For decades, various tests and reformations had been done for energy-saving technology. Some effect had been achieved and some technologies have been disseminated. An overall survey of these supports that all of them concentrate on a partial test or pilot application. The time distribution devices reformed, economic of the programs is usually ignored. So, the security and economic of the programs can not be considered together. A particular aspect is regularly favored and overall analysis of all kinds technical technology is lack. Thus, economic optimization of energy-saving work can not be fully co-ordinated.According to these, optimal decision-making of overall energy-saving dased on LCC in distribution network is presented. Concept of expert criteria is proposed from the view of technical reformations and the model of technical reformations is established. LCC is introduced to evaluation of energy-saving programs from the view of technical and economic analysis and the model of technical and economic analysis is established. Priority list is put forward and overall optimization is given based it. Qualitative and quantitative evaluation of distribution reformation can be done objectivly. So some suggests can be given and maximum utilization of the limited funds can be achieved. Finally, overall evaluation and decision making of typical area in Chongqing is prepared through the software and the real reformation programs is developed based on it.
