Urban rail transit lines are ongoing development and construction, and railway networks are forming and increasing in complex, following the high coupling degree among different lines. Due to the extensive lines and the difficult fund collection at the same time, railway transit projects construction is very hard. At present, it is constructed by several companies in different stages and lines concurrently to resolve these problems in our country. Since there are uncertainly routes by passengers and not only route to get destination, this may lead to frequent transferring among railway lines rendered by different operators, which complicate the distribution of tickets business. Barrier-free transfer way would become a kind of inevitable trend in order to meet the convenient commute. Therefore, it is necessary to create a fair, rational and accurate distribution model, such this kind of model may accelerate the development of the railway traffic of urbanization.The results calculated from the existing traditional model do not match the fact, and have many defects, these models can not satisfy the development of metro traffic constructions. Firstly, this paper analyzed both the planning and the status of one city rail traffic and the influence factors of distribution in ticket revenue, secondly, the Railway Carrying service ratio and efficient paths that to be choiced would be calculated, next, commuting record would be classified by statistic, at last, this article takes one city Urban Rail Transit as example to explain and verify the accuracy of double-proportion algorithm.More valid paths by passengers and operation services were considered for ticket allocation in this model. The model is comparable actual, and characterized by comprehensive, rationality, fairness, etc, and this model also eliminates fuzziness of the model division ratio, which brings great convenience to the related personnel. This model has applied in subway project of one city in our country.
