With the level promotion of freeway management, traffic safety maintaining job has already been increasingly highlighted. All kinds of freeway emergency plans are considered as one kind of important means to deal with serious emergency event. Aiming to solve the present defects that exit in the process of emergency planning, this thesis makes some research on emergency plan flow modeling and the emergency plan formulation for freeway tunnel fire. It makes fire simulation experients and some searching to traverse research outcome to engineer field. The main research work and outcome can be listed as followed:1. It provides one model construction method for emergency plan to solve the drawbacks that includes lackness of theory model and executing result confirmation, and then examples one freeway tunnel fire emergency plan by the means that provided before. Object-Oriented idea is taken into the research as guider. One complicated workflow is abstracted from the emergency plan excuting process. On the base of analysis of composite object and structure of system, it makes forward use of UML to build the state graph and activity graph. Then the built UML model is mapped to Petri net. The modeling and analyzing theorys in Petri net can be used to provide one reliable mathematical tool for emergency planning, analyzing, executing and maintaining. It considers comprehensively functions of all tunnel fire emergency plan executing departments, and examples one by the means that provided before.2. It takes tunnel fire as typical case and constructs fire model under tunnel cirmstance. The simulation experiment is implemented and the basic elements for tunnel fire emerfency modeling are acquired. Under the realistic freeway tunnel surrounding and affiliated facilities, it takes advantage of FDS fire dynamics simulation software to build a fire model. This model simulates one kind of typical fire condition and the numerical simulation is done. The critical condition for human safe escape and rational evacuating method are provided. The research outcome provides technique guarantee for tunnal fire emergency planning.In the end, the summery of thesis and the next-step researching direction are provided.
