The production and operation plan of rail freight consists of two relatively independent parts, namely, the freight plan and the technical plan. In the process of freight production, the freight plan confirms the category, volume and destination of goods of the following month, and then drafts technical plans and makes reasonable arrangements for the vehicle to be used according to the cargo requirements in the freight plan.There are two applied information systems in the freight production and operation process, namely, the Freight Marketing and Operation System (FMOS) and the technical planning and management information system. The declaration, compilation, approval, quota forming and the issuing of the plan of the cargo are completed in an informationalized manner by the computer.When the network of the exclusive passenger line is built, the main trunk lines will have separate passenger lines and freight lines. The number of demands and category mix of the rail freight will change, and the supply capacity of rail freight will also be improved with better transportation facilities. As was formed under the planned economy, the existing rail freight production and operation planning process definitely cannot meet the requirement of freight production of separate lines, and is bound to be adjusted. Besides, the existing information management systems will face new changes.Given the current circumstances, this thesis aims to analyze the future production and operation process of rail freight, the declaration, approval and implementation of the cargo demands, and proposes a new freight product system in the future rail system operation with the aim to realizing the goal of immediate respond of the railway on one declaration of the customer. Base on this, by studying the nine major railway cargo products and following the modern marketing concept in an effective and informationalized service manner, this thesis integrates the existing FMOS and the technical planning management information system to design and develop a set of railway freight production and operation planning information system which provides the railway freight customers and the railway staff with great service and convenience.
