| Out-of-gauge freight has played a vital role in railway transportation in that it is of great significance to satisfy the need for transportation of large-scale project and nation defense construction. At the present, there isn't a nationwide information management system for Out-of-gauge freight transporting in railway transportation. It doesn't adapt to infomationization of railway operator. This paper light of practice in organization of Out-of-gauge freight transporting, use advanced information technology to explore development of information management system for Out-of-gauge freight transporting in railway transportation. Initially develop a network of information management system for Out-of-gauge freight transporting.This essay, first and foremost, conducts a systematic analysis of the out-of-gauge freight and proposes the due function, research goal and design mode of the information management system, Struts and Hibernate identified as a basic development platform based on the comprehensive summary of the working procedure of it. And then, a discussion about the three crucial subsystems, that is, the delimitation subsystem, the management subsystem and the decision-making subsystem, is provided. Furthermore, the general structure of each subsystem, the structure design of the database, and the subordinate module contained is detailed introduced, and in particular the arithmetic of loading mode and the choice of the vehicle in the decision-making subsystem is thoroughly studied.
