With the state to the continuous adjustment of the macroeconomic structure, the railway freight bulk commodities continued to decline, and the scattered white goods market demand continued to rise. The railway company size up the situation and started the reform of rail freight in June 2013. In September 2014, the railway company launched containerized freight organization, scattered and bulk cargo express, and other series of reforms; in April 2015, the work meeting in Shenyang, which made a major decision of accelerating transform the railway into modern logistics development.Railway freight organizational reform have had a significant change to Basic Stations in freight handling, delivery of goods, logistics distribution and other aspects. In order to adapt to the new situation of the railway transform into a modern logistics development, improving the logistics management capability of station node is the key link in the reform of the freight, and building the new freight station management information system is an important support to enhance the management capability of the station node.The management system of the existing freight station had achieved some basic functions of the operations management of the station freight. Therefore, this article in the system business functions and program design, focusing on the study of the warehouse management and the distribution operations management at both ends of door to door transport. Through analyzing to the situation of the station freight management information system and the new requirements of the new situation, on this basis, in-depth analysis of business needs and functional requirements of the station freight management information system under the background of the reform of freight, and a detail design for the implementation plan of system. Focuses on the changes of freight business processes, the changes of date processes, the demand of function and the demand of data sharing.This paper makes detailed design for the function and the operation procedure of three key modules, which are electronic commerce of freight transport,storage management and distribution management.Focus on the way of the data exchange of station system and the 95306 website, the data exchanging and sharing between heterogeneous systems, and mathematical models and algorithms of the logistics management. Designed the three level date sharing mode of based FTP station, Railway Bureau,95306 website, and build the date exchange platform of the heterogeneous systems based on XML and data sharing platform based on SOA.
