With the rapid development of economic and increasing people's living standard, the service of railway has put forward higher requirements. Railway is the country's infrastructure. It plays a very important role on national political, economic, cultural and national defense construction. It is the main artery of national economy, the first enterprise of the national economy and important transport of improving people's material and cultural living standards, meeting the travel needs of the people, and strengthening of the national defense. In recent years, we have invested heavily in lines which we already have, have constructed passenger lines and have developed local railways which have realized passenger and cargo diversion and travel time travel and goods turnover greatly reducing. How to further optimize railway logistics capacity allocation, improve railway capacity, and further promote economic development in passenger and cargo diversion environment has become an important issue.This paper will analyze railway transport demand, supply factors and different capacity configurations of the transport which will influence the integrated benefits of transport enterprise. Then it will propose overall program of optimizing the allocation of railway logistics capacity in passenger and cargo diversion environment. The program will contain reform of transport logistics organization mode, optimal allocation of transportation resources, train formation plan optimization of technical station, optimization of truck assembly methods and building of information platform in passenger and cargo diversion environment.In addition, this paper also will propose the concept of the Gini Coefficient of railway logistics resources capacity diversion in passenger and cargo diversion environment. This method which researches balance of quantitative resource allocation tests the effect of capacity optimization. It validates scientific and effective of this model by Using empirical analysis. So it provides an effective basis for further optimization.Through this comprehensive program and balanced analysis method thesis, this paper will provide theoretical support for improving the level of logistics capacity, accelerating the modernization of the railway and the well development of economic.
