Rail transport, as the dominant force in China’s transportation systems, has a decisive influence on the development of the national economy. However, with the accelerated process of globalization and the further improvement of China’s marker economy, the traditional railway freight is facing a severe test. In order to adapt to the development direction of railway goods transportation, combined with the demand of developing railway modern logistics, especially faced challenges in process that the traditional railway freight to modern logistics center, in the fierce market competition and the growing transport demand environment, improving the work efficiency and reducing the costs of handling machineries, which is imperative. Therefore, through the study on the optimal allocation of loading and unloading machine, it can improve the market competitiveness of railway freight.Relying on loading and unloading operations of Kunming Railway Bureau, through field research, the paper starts with its problems. For the three key problems:model selection, proportion and quantity, as the relevant theoretical basis for support, the thesis constructs a set of methods system to solve the problems. It provides the certain foundation for improving the work efficiency and market competitiveness of the railway freight station, and for the modern railway logistics center’s construction and development. The main research contents as follows:(1) By cargo handling operations’data collection, analysis and processing of Kunming Railway Bureau, the basic situation of handling operations was reached. Then combined with the planning and development of modern logistics center in Kunming Railway Bureau, the influence that modern logistics brings to handling operations was cleared. And the loading and unloading demand was analyzed from three aspects:the freight transport species and volume, customer requirements and logistics service, thus the current existing problems of handling machinery configuration were found out.(2) On the basis of analyzing the factors which have impact on handling machinery allocation, for the question of handling machinery reasonable model selection, the author started from handling machine macro-configuration in Kunming Railway Bureau, and proposed Three-stage Method of model selection. Then, as an example, Kunming Railway Container Center Station was analyzed, and the suggestion is that reach stacker should be used in recent.(3) For the question of optimization of handling machinery proportion, the author chose three kinds of loading and unloading machines in container center station to study, which are rail-mounted gantry crane, container truck and reach stacker. Reducing the dwell time of the train at station and increasing the average utilization of the three handling machines, which are the research goals. Establishing a double objective nonlinear programming model, solved by means of MATLAB, the result is that the optimal proportion is4:3:2.(4) For the question of optimization of handling machinery quantity, through analyzing the changes of freight volume and machinery availability rate in the actual course of yard operations, a binomial distribution probability model of the reasonable quantity required in yard was built. What an example to forklift in public goods yard of Kunming East Rail Station to analyze the solution, the consequence shows that the method proposed in the paper has certain operability.
