ITS (Intelligent Transport System) is a large, full function, real-time, accurate and efficient integrated transport and management systems that applied to advanced information technology, data communications transmission technology, electronic sensor technology, electronic control technology and computer processing technology effectively. ITS applies advanced ideas, advanced technology, at the same time it makes a profound influence on technology and economy of the society as a whole. It is the world's major direction of the transport development for future. Whether intelligent transportation system is planned and constructed well or not, it decides the transportation outlook of a country, a region in future. The development of ITS is represented by the United States, Japan and Europe, their application in ITS research leads the world trend and direction of ITS development.By discussing and summary the existing problems in the development of the status quo in economic and social characteristics of Heilongjiang Province, the development of road traffic situation, road transport development planning, the development of ITS Environment and roads ITS organization and management, research and application, this paper is come up with the development needs of the province ITS priorities, needs and stage of detailed requirements, user needs and other needs analysis, and introduce the special requirements of Heilongjiang as the representative of the average low temperature in cold regions in the choice of ITS technologies combined with the actual situation of road transport in Heilongjiang, closely followed the U.S., Japan, and Europe and other developed countries and the domestic road ITS the latest research advances.
