With the implement of western exploitation and 10th 5-year plan, the economy construct in western regions enter into a new development period. The rapid development of economy and society in western regions put forward highway network planning new and higher request. As a prophase work of highway construct, the highway network planning is of terribly important to the implement of highway system function in the future. Related with the characteristic of highway traffic in western regions, the content of this paper is combined with practical application. The process and the production have much practical value.The unbalanced development among different regions and the continuous enlarging gap between eastern regions and western regions have become the constrain to the route and sustainable development of grand economy and society, whereby the traffic issue is a main factor. Regarding the current problems exited in traffic development and construction in China western regions, the paper firstly discusses the development strategy and conception, suggests a new structure of highway traffic system and speeding up the development of traffic in western regions. In view of the characteristics of regional traffic, this paper approach highway traffic demand production forecasting. It provides a traffic production forecasting method that accord to the relation between economic indexes and highway traffic volume and use the elastic model. The forecasting of highway OD traffic flow is the basis to process the regional highway network planning. Traditional OD flow forecast methods often appear more complex and less precise. Basing on the observed data of the network flow, this paper makes use of the maximum entropy model to educe the OD flow. Having considered the trend flow increase and the inductive flow increase of the node traffic generation and attraction, we can forecast the network flow. The requirement of many desired objectives must be achieved for disposing the reasonable grade structures of highway network. This paper solves the optimization problems of the grade structures of highway network with program of multiple objectives. Then the paper mainly introduced the node and route importance, the analysis and computation of highway net distribution optimization for reference. By means of the graph theory and systematiecally analysis, this paper proposes a theoretical model of highway network lay-out optimization with the actual methods of operating.Evaluation is an important component of the theory of highway planning. The accurate decision-making on highway planning and construction relies on scientific evaluation attributes and rightly estimated them, evaluation method, convenience tools, research on which are of a great significance. Considering that the evaluation system of highway network planning is characterized as a complex one with multi-hierarchy, multi-attribute and multi-objective, the multi-hierarchy grey correlative analysis method has been put forward. It has the advantages of the AHP method and the correlative method. The final aim of theory research is to apply the research to the practical projects. The practice in Qinhai provincial highway network planning have much academic and practical value.
