With the rapid development of the national economy, people's living standard has improved greatly; consumption idea is heading towards diversification and quickness. The demand for meat, eggs, milk, fish, vegetables and other major agricultural and sideline products increases rapidly, and so is refrigerating transportation demand. Railway refrigerating transportation industry in China is facing great opportunity for development. Meanwhile, railway has been unprecedented developed, and the capacity of railway has got a further release. As an advanced vehicle, the development of railway reefer container transportation has a broad market prospect and good objective conditions. However, there is a lack of special theory research for reefer containers on the goods transportation production link damage and body safety problems. It becomes an important issue that how to guarantee the safety of reefer container transportation activities in order to maximize railway refrigerating transportation capability.Based on practice, this paper mainly accomplishes the following research:Firstly, the refrigerated container transport development and related research is introduced, and the achievements and difficulties of China railway refrigerated container transport is been discussed. Secondly, from the human-machine-environment-management systems theory, the process of reefer containers transportation activities is analyzed. Then the influential factors of the safety of railway reefer containers transportation that is determined and the evaluation indicators system is set up. Thirdly, a fuzzy comprehensive evaluation model and an artificial neural network based on AHP considering the complexity of railway reefer container transportation, the hierarchy of the analyzed object and the difficulty to quantify the qualitative indicators are established. Finally, several feedback suggestions to improve the safety level are given by using the above mathematical models in a case study.
