With the global economic integration and interdependence deepening, the development of the market economy has gradually entered the new normal. In recent years, the implementation of the "One Belt One Road" national strategy pushed the logistics industry into a transition period of development in China. As the main form of land transportation, the railway must shoulder the responsibility of the era. In the process of adapting to the new normal economic development, the railway transportation began to seek change, and the advantages of the container has become a powerful breakthrough of railway transportation reform. However, the way to catching up with the developed countries is still very long. There are many problems must be corrected and solved. Among them, how to reduce friction and improve the revenue is the prominent problems presently.The site selection of railway container maintenance network is an important part of ensuring the railway container condition, strengthening fixed asset management and promoting the development of railway container transportation, and also an important aspect of saving the cost, and reducing the friction. In order to enhance the efficiency of railway container transport, save capacity and reduce the friction of transportation, It is of great significance to distributing the position of maintenance network through combining with the railway container transport volume, the distribution of container cargo and the situation of railway carrying capacityThe current principles of maintenance network location are short of scientific and rational basis. It only refers to the historic habit. It is still rarely on the study of railway container maintenance network location. The research on this issue by using location theory, comprehensive evaluation technology, statistics and other research methods is still a blank space especially.This dissertation comprehensively combs the development and reform of the location problem and the study of the applications around the subject of the site selection of railway container maintenance network. Taking Shenyang Railway Bureau as an example, by elaborating the present situation of railway container maintenance and analyzing the problems, the location model which takes the minimum weight distance between every container service station and the nearest maintenance point as the objective function is established according to fuzzy comprehensive evaluation rules. In the Matlab environment, the theory system of common railway container maintenance network location method is explored and constructed by using genetic algorithm simulation computation and fuzzy comprehensive evaluation, which provides theoretical basis and reference for the site selection of the whole Bureau maintenance network.
