| According to the Yangtze River flood control needs, after water storage of Three Gorges Reservoir Area, as well as the Three Gorges reservoir operation procedures, it is very difficult to salvage sunken ships and raise dead bodies while ships have sunk in deep water area after accident happened, because the general depth of water exceeds 100 meters, part of area, up to 200 meters. And the reservoir emergency rescueforces are very weak and with backward equipments, the deep depth of water is not conducive to large vessels beaching to help themselves under special circumstances. When The Three Gorges reservoir area has become a reservoir, the water self-purification ability decreased, and with the increase ship traffic flow, consequence of large-scale oil spills from ships by event is unpredictable. To minimize the loss of ship pollution accidents and prevent large-scale pollution incidents likely to give the people of the reservoir area along the river ecology and the devastating impact of drinking water safety, it is urged to establish oil spill emergency response system in the reservoir area and improve the ship oil spill processing power and emergency response capability of bulk liquid chemicals.In this paper, the writer studied the Three Gorges Reservoir Area Water Emergency Rescue Safety Technical requirements and standards, the ship emergency beaching ground principles and standards, oil spills and chemical emergency response, disposal and emergency rescue ships in distress matching engineering and support system-building programs in several areas according to the characteristics of the Three Gorges reservoir area and the situation of emergency rescue ships,hope breakthroughs in key technologies such as quickly evacuate people, oil and chemical disposal, salvage ship in deep-water areas. Build all-round coverage, all-weather running, modernization rapid reaction capacity water safety supervision and rescue system, in order to provide technical support in improving the aquatic life and rescue capacity, the success rescue rate of vessels, and reducing losses of distress person and property. |
