With the rapid development of shipping industry, competition between shipping markets became more intensely. In order to enhance the competitive power, ship-owners urgent request to improve the ships service quality and operation efficiency, and reduce loss which the non-business aback creates. It is known that maintenance resource is an important part of Ship-Overhaul, and its rational distribution can not only reduce maintenance expenses but also reduce shipping overhaul occupied time, and improve the company economic profit. So it is necessary to optimize the maintenance resource during the ship overhaul.On the basis of large number of related materials, this paper studies deeply to the maintenance resource, and take the shortest maintenance time as the goal, then optimize the maintenance resources. The concrete research contents as follows:(1) Establishing servicemen's skill matrix based on their service ability. The rational distribution servicemen take cause the service holding time to be shortest as the datum establishment human resources optimized disposition model, and carries on the solution with the genetic algorithm to the model, obtains the most superior personnel collocation method. And establish the optimal allocation of human resources model for the purpose of shorten the overhaul occupying time. Then use the GA method to solve the problem, and get an optimal result.(2) Using the ABC method to classify all kinds of spare parts, and then take different management to different categories. Establish safety stock prediction BP neural network model to calculate the amount of safety stock forecast based on ship yard supply data, and the forecast result can help management people to make analyze and decision.(3) Establishing the shortest optimized model for maintenance time according network planning method.(4) Design and development the ship-overhaul maintenance resources management system based on Visual Studio2005 and SQL Sever 2005.
