With the development of china's economy, the inland shipping witnesses a rapid growth in recent years. Including the Classâ… ,â…¡vessels, the amount gets bigger in every classification, as well as Gross Tonnage, so the inland crew is not so enough now. Inland vessels'classification and crew's duties has changed, by the Minister of Transportation in People's Republic of China. The standard of minimum safe manning, about inland vessels in 2006, needs to adjust with it. So, get this research of the safe minimum manning.After reviewing and analysis the related conventions, laws, reports and papers, knows the safe manning's history, there is without any standard or model accepted by all countries, and in China, most of people research the manning theory only.1482 questionnaires has been sended to maritime safety of administration, shipping company, inland ships and crew. By the statistics about the effective ones, seven most important factors are gained:Gross Tonnage, main engine power, the type of ship, the engine automation, the steering automation, voyaging time and voyaging zone.As cases study,7 vessels are selected in different inlandwater, the analysis about the taiking sees that, anyone of the factors, Gross Tonnage, main engine power, the type of ship, the engine automation, voyaging time and voyaging zone, can influence the manning.Connecting to the laws about manning, the most important factors are finally gained:Gross Tonnage, main engine power, the type of ship, the engine automation, voyaging time and voyaging zone. The ship's voyaging safety has been analysissed based SHEL model, on the principel of the crew's working ability is greater than the word load, then the inland ship's minimum safe manning model with optimization method is builded, on the basis of the seven factors, which concludes some inequalities. Getting and then analysissing a case ship named DA FA 1. The inland ship's minimum safe manning can be valued by safety and economy, safety means the crew's, the vessel's and the goods'safety, while economy means the efficiency and cost of the management. It shows that the model is more applicability, after comparing the model's result with the standard in 2006 by AHP.The research shows that Gross Tonnage, main engine power, the type of ship, the engine automation, voyaging time and voyaging zone are the most important factors. The inland ship's minimum safe manning model is applicability.
