Low-carbon is a trend for urban development in the future. How to realize the city's low carbon and harmony is an important issue for the researchers of city development and plan. This paper is going to research and discuss a series of problems, such as the significances of low-carbon traffic in city low-carbon development, how to put low-carbon traffic into the city's future traffic plan, apply low-carbon traffic to the real need and embody itself with more concrete planning concepts and modes and so on by introducing the concept of low-carbon traffic from the perspective of urban traffic low-carbon development. The main research contents and results are as follows:1) The development status of urban traffic in China and a series of problems urged to be solved, especially, such problems as environment pollution, traffic jam, and wasted resources in the urban traffic field and so on.2) The concept, connotation, characteristics, main influenced factors and basic planning principles of Low-carbon traffic which provide theoretical support for low carbon traffic in the application of urban transportation field.3) In order to research the applied problems of low-carbon traffic further and in detail, we carry out a series of related and comprehensive researches from the aspects of its connotation, characteristics, localization, and the main planning thought and so on by choosing the representative topic—slow traffic as the major research point.4) After researching the development mode of slow traffic, we put forward three main planning modes in slow traffic:connecting mode of "Bus Rapid Transit and Public Bike Free Rental system", integrating mode of "Normal Bus Transit and Take Bicycle on Bus" and planning mode in slow transportation system of "special cycle facilities, special foot way and normal bus transit"5) We have made planning cases study on XuDong traffic (business) circle and large ZhongNan traffic (business) circle of WuChang district of Wuhan by using research results of low traffic plan mode. This paper proposes a series of new modes and ideas in urban traffic development for the purpose of low-carbon and opens the horizons and offers references for the city's green, sustained and harmonious development by researching in low-carbon traffic development mode, especially researching of slow traffic system planning development mode.
