Han-Yi expressway, one of most important trunk line in Hu-Yu national highway, is china's east-west great passage, which contributes to enhancing the linkage of east and west, strengthening the implementation of Yangtze River economic belt and the central china development strategy. Likewise, it plays an important role in the construction of Three Gorges Project. The Han-Yi expressway is a vital road with political, economic and cultural significances, the overall length of which is 278km. Originally, it is designed as a fully enclosed first class highway specially used for vehicles with full interchanges. Ever since the full completion of the reconstruction project, the low design standards together with the constraints of the economic and technical level of the construction period can't meet the rapid growth of traffic volume. Moreover, the original design of the damaged cement surface has induced service malfunction and performance failure. In order to increase the traffic capacity and improve the travelling comfort and security of Han-Yi expressway, Hubei Provincial Communications Department has decided to conduct the pavement engineering and upgrade some related facilities. Thus, some particular problems call for the concern of the highway management department such as the technical standards, investment scale and economic benefit of the reconstruction. This article hereby is to study the economic effects brought by the Han-Yi expressway reconstruction so as to provide some decision-making references.There are four chapters of this article which are as follows:The first chapter studies the background of this article, the intention and significance of the research. It puts forward the context to be studied and illustrates the research methods and technique routing.The second chapter studies the traffic forecast of Han-Yi expressway with four-stage method, which is the basis for economic evaluation. Firstly, it illustrates the idea and method of traffic forecast, ascertaining the Origin Destination (OD) survey method. Secondly, it divides the traffic zone, checking and testing the OD survey of the base year. Finally, it completes the traffic generation, traffic distribution and traffic assignment in order to predict the traffic volume for the overlaid pavement of Han-Yi expressway.The third chapter evaluates the socioeconomic impact of the overlaid pavement of Han-Yi expressway which includes economic evaluation and financial evaluation. According to the real situation of Han-Yi expressway overlay project, this article conducts the economic evaluation for the entire project and analyzes the economic and social benefit. Moreover, it analyzes the sensitivity of the cost benefit and recommends the technical standard value for Han-Yi expressway reconstruction project. The conclusion is that the economic benefits of the overlay project are appropriate and it has a strong solvency and the anti-risk capability.The forth chapter summarizes the problems of Han-Yi expressway pavement overlay project.After the analysis above, this paper reckons that Han-Yi expressway pavement overlay project should adopt the technical standards for highway pavement, the economic benefits, solvency and the anti-risk capability are all appropriate.
