| With the progress of economic globalization, international shipping trade is developing fast, resulting in a gradual rise in the amount of transportation at sea.In turn maritime affairs occurs more frequently due to that than before, and the circumstance of transportation at sea is getting more complex. It is a great influence to the safety of navigation as well as a problem must be solved about evaluation of navigation circumstance.This paper has taken Tianjin port as main studying target, established a multilevel index system due to the practical circumstance of the meteorologic,the hydrology, the channel, the transportation current and transportation management using theory of systematic engineering as well as combining with method of fuzzy comprehensive evaluation. According to theory of AHP(Analytic Hierarchy Process), determine the weight of every index of hierarchy.Through the method of fuzzy comprehensive evaluation with looking over massive materials and the civil/foreign research combining with the opinion of the experts,the writer determined the evaluation standard of each index. According to the standard. the function of index system is established.Thus a multilevel and the mutiple-index comprehensive evaluation model shapes in the base of single-factor fuzzy comprehensive evaluation model.The writer apply the fuzzy comprehensive evaluation model to Tianjin port, and reached an conclusion roughly correspond to the practise.It provided scientific information and data to the local government and MSA. It has practical value for them to make integrity planning of the port. |
