Inland river water carriage has many advantages such as great capacity, long distance, low energy consumption, low cost, less land occupation, light pollution, which can effectively save the land resources, reduce energy consumption, reduce environmental pollution, and ease the resources and environment pressure. In order to promote inland waterway carriage industry upgrade, meet the demand for increasing shipping and drive catchment economy growth, inland channel construction has become the key and shipping navigation safety has become the premise. In recent years, along with the proposal of waterway planning schemes, project like traffic separation scheme in Anhui section of the Huaihe River and feasibility study on waterway regulation engineering started to be launched. The navigable environment evaluation analysis has always been one of the main subjects in the maritime traffic safety field, while being the decision-making basis for maritime management and the theory foundation of waterway regulation and other related projects.This paper took Anhui section of the Huaihe River as the object of research and made an evaluation on the navigation environment safety. By the way of site visiting to key segments, field research, issuing questionnaires to experts and the crew, accessing to relevant data from different segments of the maritime sector, waterway authorities, meteorological departments, etc, screen out the navigation environment evaluation index, establishing index system and determining evaluation standard for each index. Apply the modified Delphi method and calculate each index weight. The paper introduced set pair analysis method, establishing the comprehensive evaluation model for the Anhui section of the Huaihe River navigable environment. It applied the model to the set pair evaluation and the analysis of set pair situation and partial connection number for the navigable environment of Bengbu, the Anhui section of the Huaihe River Port waterways.The evaluation results reflect the overall evaluation of navigation environment, and it is concluded how each navigation environment evaluation index impacts on ship safety and what the potential risk of sailing is. According to the results of the analysis, the paper made recommendations to improve the safety of navigation environment conditions, and took it as the decision-making reference and theoretical basis of maritime sector and related projects.
