With globalization progressing, the maritime transport shoulder 80% of global capacity and gaining increasing attention all around the world.In recent years, along with regional industrial layout and function adjustment, marine economy growing more and more fast in Jiaxing. Modern berths, the Hangzhou Bay Bridge, Hangzhou Bay seabed pipelines and other large hydraulic structures have been built and put into operation. There are more and more large vessels access Jiaxing port. The MSA also need theoretical foundation to enact safety measures and put them into practice.In this paper, different research methods of experts all of the world were Comparative with, and fuzzy comprehensive evaluation were used to evaluate the navigation environment of Hangzhou Bay Bridge. Author analysis of Hangzhou Bay Bridge navigable environmental characteristics and security situation, identifies the main factors affecting traffic safety of navigable environment, make effective, targeted risk control measures and security management suggestions on the basis of the balance between security and development and these will improve the navigation management level of MSA.
