Research On The Construction Of Water-Conservation-Society In Xindu District

As the source of life, water is one of the most important resources on the earth. However, shortage of water resources has been becoming one of the biggest national and global problems in the 21^st century. Our Party and our country have paid special attentions to water conserving and the construction of water-conservation-society in our nation.Judging from total amount, water resources in Xindu District is relatively abundant, and has great potential in future exploitation and utilization. However, affected by water amount from other districts, uneven distribution in time and space, lack of water withdrawing projects, water pollution and other problems, the shortage of water resources is still a problem for Xindu District. Due to the weakness of water conserving consciousness, the imperfectness of water conserving mechanisms and the seriousness of water wasting problems, the construction of water-conservation-society in Xindu District will be quite difficult.Through analyzing the present water exploitation and utilization situations of Xindu District, this dissertation predicts the water requirements of national economy. Through studying the water supply-demand balance of Xindu District and on the basis of the current developing speed of water conserving level, the author finds that project-type water shortage and pollution-type water shortage problems will present in the near future; project-type water shortage . pollution-type water shortage and resource-type water shortage problems will present in the far future; and the contradiction between water supply and demand is obvious. Constructing a water-conservation-society will be the ultimate and most effective way to solve all these problems. This dissertation makes an overall layout for the construction of water-conservation-society in Xindu District; puts forward the overall goals for the near future and far future; and proposes specific water conserving schemes for agriculture, industry, living and ecology. Starting from establishing systems for water-conservation-society, this dissertation brings forward the important construction projects of agriculture, industry, living and ecology in the near and far future. All of these will be used to guide practical works and will help to construct the water-conservation-society in Xindu DistrictThrough the construction of water-conservation-society, the contradiction between water supply and demand in Xindu District will be eased; the utilization efficiency of water resources will be increased; the ecological environment will be improved; the ability for sustainable development will be enhanced; and the harmonious coexistence between human and nature will be promoted. It will help Xindu in walking up to a civilized developing way with rising economy, affluent life and harmonious environment.
