The old asphalt mixture is also one of them. Its recycling technique has been applied extensively in some developed countries and is just come into use in our country. This paper primary investigates the feasibility and technique of cement stabilized recycled asphalt mixture using in base course in secondary roads. The mechanism is that the crushed old asphalt mixture is stabilized by cement additive. So the material can be applied in base course such as cement stabilized aggregate, accomplishing the old mixture's recycling. The physical and mechanical properties of the raw materials and the recycled mixture are studied respectively in this paper by means of indoor experiments based on the designed mixture's graduation. The primary mechanical indexes of the recycled mixture are tested, including the strength, stiffness, durability and contractility. The changing laws of these indexes are related to the cement content, the new aggregate content and the aged-period. Furthermore, the water-resisting property, the frost resisting property, the score-resisting property, the dry shrinkage property and temperature contraction property are investigated. The above mentioned research proved that the cold in-place recycling mixture is ideal for use in base course on the base of the optimum cement content and the reasonable gradation. The constructing technique of cold in-place recycling of the cold asphalt mixture is also developed in this paper and the engineering performance of the recycled mixture used in highway entity pavement is comprehensively evaluated. It also evaluate the economic and technical characteristics, the social and environmental benefits of the recycling base course. The results of the research show that cement stabilized recycled asphalt mixture is applicable to the recycling base course of the asphalt pavement. The cement stabilized cold in-place recycling technique is extremely suitable to the maintenance and reconstruction of the secondary roads and should be widely used in the overhaul operations of asphalt pavement.
